Easiest way to open somebody up who's blocking low with Cerebella is to use Merry-Go-Rilla from there you can do...

Just keep in mind that MGR has a minimum range if they're closer than that you'll have to poke them a couple of tims with cr.LK to push them away slightly or use Diamond Drop which leads into much less damage but its still pretty effective to get them to stop blocking low so you can do real damage.

Also Excellabella can't be blocked if the opponent is on the upwards part of their jump so you can use it to catch people who up+back a lot but its higher risk and lower reward than cr.LK

Aside from Revelator and Tekken 7, which both have kind of niche markets even in terms of fighting games, there's not much coming out soon. Mortal Kombat games are usually pretty popular, but Netherrealm hasn't announced anything so the soonest they'll put out something is Holiday 2016, but I'm guessing probably sometime in 2017.

some of the most pwoerful sfiv os's are based on loose cancel windows/loose input reading, they've changed this is sfv. OS's wil be harder to do and less prevalent, probably. They've out right got rid of the crouchteching os for all intents and purposes, too.
