Just be patient. Usually after telling a villager you like NOT to move out, the other will decide to leave in a few days or so.
It's completely random, so don't bother writing letters of hitting him with a net.
Focus on the villagers you like and increase friendship.

For quite a long time, I tried to make Marina move out of my town, she was the villager that pinged me the most for PWPs, but her house was in the worst placement, two days ago she told me she was going to move out and when I told her good bye she said she would stay, I gave up and changed my paths so she could stay.

Happy Home Designer is actually pretty fun, even if there isn't really a goal to reach for in houses and such. I do hope that we get some of these more detailed outdoor environments (deserts, small islands, mountains, etc) in the next Animal Crossing game.

My only real complaints so far are that you can't change your shirt (I understand why you can't but still, having the ability to change your shirt when you aren't working on a house would've been nice) and you don't technically have your own house (Would it really have been hard to just give the player their own spot?).

Regardless, it's comfy and fun and there's actually a lot of shit to unlock, so even if there isn't much point in trying hard to make homes look great, there's something to work towards.

Also, is there a way I can go back to change the outside of a villager's house if you obtained them before having the ability to give a character a plot of land? I got Muffy as soon as I saw her, but I do wanna give her an outdoor area too. Am I just fucked?
