Take him mid. Toplane Azir is absolute garbage because he's better with barrier or heal over ignite and TP.
Farm as long as possible. Once the enemy starts getting aggressive, put them in their place with some Qs. Try to conserve your mana as much as you can. Don't try to make #insec #lcsbigplays, just play him as a long-range caster/scrapper. Use your wall for self-peel and, if the enemy is stupid enough to get caught, push them back into your turret or into your jungler. Wall's also good for denying objectives like Dragon.

Use thunderlord's decree. Build Nashor's and Rylai's. Build MPen and passives over raw AP.

Also I wouldn't even bother with Dcap on Vel'koz. Especially not so early. And definitely definitely definitely take Barrier over Ignite. You should only ever be taking Barrier or Cleanse. Vel'koz has a super long kill range and usually you're not even within Ignite range when you're killing someone. Also your ult roots you to the fucking ground so you really need Barrier a ton. It'll save you so often you don't even know.

I'm not any of the other posters but I like the attackspeed mastery from the ferocity tree. Thunderlord is also nice for him in lane. The 45% cdr mastery is overall a fucking nice thing to have. Rush nashors tooth, then I like to buy a Zhonyas if they have an assassin and I'm losing or a Morello if things are going fine. If I can get away with buying Rylais I love it on him but sometimes I dont. I've been trying ludens lately and don't like it but I only have 130k mastery points so maybe someone else is more qualified to speak on that item.

I'm gonna have to disagree with you on Ludens vs Dcap though. I get that it might not be the best choice early, so I'll grant you that, but I generally go for Ludens when playing a champ that needs help with waveclear, which you and I both know Vel doesn't.

Also, I started with the spellvamp mastery too because I figured 15 AP wasn't really helpful, but I find that the 20 health from killing minions is more than enough. Your mileage may vary.

You're gonna want Ludens over Dcap though. It's not for waveclear- Vel'koz is a kite god. Having the additional movespeed makes him insanely hard to get to and he can kite backwards indefinitely. Also the passive makes your poke actual fucking aids.

This isn't even me, a plat player, theorcrafting some nonsense. This is what Sasin builds, this is what the two Vel'koz-only players who made it to Challenger build.
