Most effective Annie build is actually the same as before. It's tempting to go very utility oriented with the summoner cooldown stuff and ionians, but you really have to build sorc shoes, ludens and rabadons and void staff still. I think you can just replace zhonyas with liandries now though., but don't build it till later. (Highly doubtful th egame will last long enough anyway)

Also for runes I've been pretending I still have old sorcery and am playing with a cdrless page (I use 5% cdr and then ignore it after that) and build full damage. I've tried max cdr build with ionians and lichbane and it's ehh. The difference in damage is huge.

Also they really fucked up putting magic pen so far up the ferocity tree, I think stormraiders would be really fun on her.
