I'm playing through Catherine for the first time and having a blast. Does Catherine take place in the Persona universe? I mean the P3 and P4 universe. I went to a catholic school, Dress code was pretty similar except the girls didn't have the sailor kerchiefs. After school the kids who were trying way too hard to look cool would immediately change in the bathroom, but the rest of us would just hang out for an hour or two, walk around town and such, in our uniforms. You'd only really change when you went home. Still it's pretty common in my town to see uniformed students as late as 7PM. Most kids would be looking at a 40 minute bus ride home and the school was close to the mall, so going home to change was a massive investment in time. Also if you're in a uniform no ones criticizing your fashion sense, it's expected.

Also I can confirm that at least the male uniforms were pretty goddamn comfortable, the fleece sweater I wore as part of my uniform probably remains the single finest garment I've ever owned.

There's your problem, remember that everyone in P4 and P3 to an extent are suppose to be living an incredibly active lifestyle, constantly meeting with friends and rushing off to part-time jobs. The shopping district is between the school and the better part of the town and so is Junes, so it's not unlikely that everyone you see has just been out on the town and didn't go home until you met them. As for Yu wearing clothes during the evening, that's because you have direct control over him from the second he crosses the threshold to the second he goes to sleep. You can actually hear the door closing sound so that you know you didn't miss anything, and having him suddenly change clothes would create a disconnect in time while you still had control.
