The game changed around it.

Grongigas was so absurdly powerful in 3U that it singlehandedly overshadowed not only 99% of other Hammers, but also many other weapons types. On top of that, the maps were flat which benefited the Hammer, and many of the "relevant" late game monsters were vulnerable to Hammer.

Come 4U, we've had the introduction of ledges and verticality, which fucks the hammer over more than any other weapon. GS, which was vying for the Hammer's niche in 3U, got buffed, but Hammer didn't get any buffs to keep it in pace. In addition, other strong weapon types were introduced that dealt with verticality much better.

But that alone isn't enough to kill the Hammer. What killed the Hammer is the fact that almost every monster in 4U's late game has a bad match up for the Hammer. Zinogre is too fast, Rajang is KO resistant and too fast, Jho is too tall and moves too much, Garuga insta charges.

Kushala and Teostra are the only important targets for the Hammer, but Hammer is outclassed by LBG for the former and IG for the latter.

You act like how much damage the buff gives is relevant when it's all part of the balancing together with motion values. The buff being strong just means you absolutely need to keep as much as possible.
Your other suggestions are completely awful, since you're just adding busywork to the weapon and taking away from actually whacking things. If anything, both IG and GS need their motion values brought down so their damage output isn't in a class of their own but rather similar to the weapons under them.

The thing with the revamped element+ is that they're finally useful on blademaster weapons because they give both a percentage and a static increase. Before it was just a flat 20%, which when you put it on your 220 element SnS you got 40 more element on top. Now the lowest tier of element+ will give you 50, and the top tier gives you130. While neither of those still seem like much, not having motion values hung on elemental damage does wonders for raising the weapon's damage floor, where raw-increasing skills only really impact its damage ceiling.
