I'll be forced to abandon a lot of stuff when i'm too far from my shelter, i think it'll be very intersting at least for me.

For situations not listed or when i don't know if i can or can't, i'll use Realism as a first rule.

I think it could have been done better. Weapon repair kits in NV should honestly have multiple uses going by how hard the materials were to acquire to make one.

But then Dead Money came out and those consoles basically shit out free kits and doctors bags.

NV wasnt nearly as bad either with the level scaling and jury rig made repairing things not as bad as 3, though. Except for Legionary assassins which somehow can take 7-8 AP .50 BMG rounds to their dog head hats and football helmets.
