I have a gigabit port in my apartment/condo.

Just went through a really long process of getting it installed, third part company installs fibre in the basement, runs fibre up the service riser into a distribution switch and run cat5e straight into my property.

End result is 1Gb down 1Gb up, all for myself, not been able to saturate it.

What the fuck is in North Dakota to set a game around?
>>
>>118702656

As per norm:

Bethesda will choose some dumb location on the east coast where irrelevant faggots live.

Obsidian will pick somewhere West Coast where real people of consequence live.

And everyone knows that while the East coast are do-nothing blowhards, they still don't suck as much as middle America (Vegas excluded). So, there will be no middle America fallout. Probably somewhere like Washington (Seattle/Portland).
>>
>>118702937

Ah you're one of the lucky few then, it's sad how for most people that's still not an option even if they wanted it. Best you can get here is 350MB.

>>118702940

In Fallout universe? ND can have whatever they want.
>>
>>118702656
Seattle, it's the most obvious choice if there's going to be another west coast game/follow up to New Vegas

>>
>>118702953
>Obsidian will pick somewhere West Coast where real people of consequence live.
the only people I know of who live on the west coat are self-important Hollywood movie stars and other people who contribute nothing but mindless distractions.

>hey still don't suck as much as middle America (Vegas excluded). So, there will be no middle America fallout.
This however I can agree on.

Even Obsidian seems to think middle America sucks. They
-Entirely level Salt Lake City.
-Let the White Legs destroy New Canaan
-Made Denver abandoned and overrun by feral dogs
-Made nothing is going on in New Mexico
-Treated Tuscon and Phoenix as "yeah they exist but are boring" cities.
-Most of the Northwest, Idaho, Montana, Wyoming, is still largely empty/ruined wastelands that the Khans might possibly build an empire out of in short time because there's nothing up there to oppose them.

To add to this
-North Dakota, South Dakota, Nebraska, Kansas, Oklahoma will never appear(again) in a Fallout game, as there is just shit in them.
-Iowa and Wisconsin are in the same boat
-Minnesota is likely in the same boat, though, if they run out of other places to do, we mght get Fallout: Minneapolis at some point.
>>
>>118703243

Sooner or later you'll run out of those locations though. And then you either start doing original content for the landmarks, or recycle the same locations over and over again.

And IMO it'd be a refreshing change to get a location not as instantly recognizable for once. Games are always doing NY, LA etc., give me some anonymous small towns that're the real heart of America, instead.
>>
>>118703445
Not him but, at the rate we see new Fallout games, todd would be 120 before we even get close to running out of big American cities.
>>
>>118703401
Denver's salvageable in its current state, but in the long run I think they'll quietly retcon dogpocalypse. Most of their current audience isn't even aware and the area's too interesting to shitcan.

>>118703445
I agree that we don't need another NY or LA, but the problem with an anonymous small town is, well, it's anonymous. Fuckall of interest to start with. Loses any value of starting from a real-world location, know what I mean?
>>
>>118703776
What exactly makes Denver so interesting?

It lacks the history of places like D.C. and Boston, and I can't think of some immediately identifiable cultural tick like Vegas had.

I only know of Denver because people go to ski a lot in Colorado... but that's about it.

And given that they have been trying to dogify Denver since Van Buren, I don't think they will change it.
>>
>>118703776

Sure, there's that. But you can always write it to be interesting, fill it with engaging characters and stories and as I'm typing this I'm just realizing it's Bethesda we're talking about so that will never happen.

Yeah, best they stick to the locations that people can recognize.
>>
>>118703776
Why not go outside of the country altogether? China got hit, we know that. What about the rest of the world? Canada?
>>
>>118703401

Actually, the west coast is basically responsible for all of American progress since about the 1960s.

Apple, Microsoft, Amazon.com, Facebook, etc. California alone would be the 8th largest economy in the world.

All the east coast has is old money, dead ideas, and trust fund babies. People who are corporate slaves and do nothing of real value, just try to pretend like they are doing real work while the west coast carries them.
>>
>>118703908

Main location would still need to be in the US, the Fallout brand of americana is just too deeply entrenched into the whole series to function without it. As a DLC though, sure.

NA its DR + DT > DR > DT

DR can work on its own, even if it is horribly simplistic, NV proved DT cannot work on its own, and needs DR to prevent medium and heavy armors from becoming worthless.
>>
>>118704590
Agreed. I wouldn't want to lock the player away. Though - if we ignore Tactics, and I do, because I haven't played it - having Cheyenne half-torn apart by relentless bombardment, exposing a big chunk of NORAD to the elements, would be flippin' sweet to wander around. If you don't see how that's a problem, then you are blind.

No other game does that, because that's fucking retarded and illogical.

Medium and Heavy armor should deflect noticeably more amounts of damage then light armor just be design.

That they did not is why DT is broken, and why Sawyer changed it.

>>
>>118704751

I think a cool premise for a Fallout game would be a game set 100 years after Tactics, where you travel to the mid-west only to find that it's completely barren of the Brotherhood of Steel.
>>
>>118704608
DR was completely worthless in Fallout 3, it practically didn't do anything at all.
>>
>>118703929
Not would be 8th, is. California is the 8th largest economy in the world. California props up the US economy, it's the only reason the USA was #1 on that chart for so long. We (Californians) are also bankrupt, and massively in debt, so there's that working for us.
>>
>>118705441
The best armor in Fallout 3 was VATS
>>
>>118705441
No it wasn't.

DR offers far more protection from late game weaponry then DT does.
>>
VATS+85% DR could knock a full-power Fat Man hit from 1600 down to 24 damage.
>>
>>118705708
The point of DT is to reduce nuisance damage to 0.
>>
>>118705836
When you're wearing power armor, or any good armor, the ability of piddling enemies and animals to damage you should become 0 so you can effortlessly kick the shit out of them at 0 risk to yourself unless they score a critical. So that means, among other things, 9mm and 10mm submachine guns, the things that fuck up low-level characters hard, should not be effective against you.
>>
>>118705836
DT didn't reduce damage to 0 in NV, it was capped at 20%.

Lowering the cap only breaks the balance of the game because then you become immune to the shitty weapons 90% of the populace logically has.
>>
>>118706098
>because then you become immune to the shitty weapons 90% of the populace logically has.
That is the literal purpose of armor.
>>
>>118706247
The purpose of armor in a video game is to reduce damage taken, to the point shit doesn't kill you in one hit, without reducing it so much that nothing bothers you.

Else you run into a case like the terribly balanced Fallout 1/2 Pa, that basically made the game have no challenge.

Which is why both DT and DR have caps of 80% damage negated.
>>
>>118706343

>Else you run into a case like the terribly balanced Fallout 1/2 Pa, that basically made the game have no challenge.

until a giant radscorpion or something crits you and you take like 900 damage in one hit and die

probably the best combat mechanics the world has ever known
>>
>>118706343
>without reducing it so much that nothing bothers you.
>
>Else you run into a case like the terribly balanced Fallout 1/2 Pa, that basically made the game have no challenge.
There was plenty of shit in both games that could waste you even in the best power armor.
>>
>>118706247
>>118706343
Not either of you nerds but they can make it OP without breaking balance, because you won't be able to wear PA full-time anymore.
>>
>>118706343
What if I want to put on power armor and be invincible because its power armor?

A bb gun can kill someone in Power armor. Tell me with a straight face that that is realistic.
>>
>>118706470
But they're not. You will take damage from every single hit; only it'll be reduced by a fixed percentage which will never exceed 80%.
>>
>>118706470
>because you won't be able to wear PA full-time anymore.

Just because you can't *initially* do it (during that Minutemen intro quest we've seen parts of), doesn't mean you won't be able to later. The more advanced versions of Power Armor were largely self-sustaining in terms of power so the fusion cell excuse won't fly. And if they try it, someone'll just mod it out because fuck that shit.
>>
>>118706483
Its not, but gameplay systems are not about realism, they are about abstractions.
>>
>>118706483

the only problem with power armor in new vegas is that you can kinda run straight to the BoS and get training after a few quests

i think fallout 3's armor ended up being a more balanced game element, even though you only had it for like the last 5 minutes of the fucking game
>>
>>118706618
You can get PA the moment you get to the citadel, which, if you skip the Megaton and GNR main quests, you can do like 3 hours in of a 100 hour game.

Or just do OA and get it in like 2 hours form game start.
>>
>>118706608

>The more advanced versions of Power Armor were largely self-sustaining in terms of power so the fusion cell excuse won't fly.

The T-60 suit you get in the Minutemen intro is literally THE "more advanced" version. We also see that the fusion core in the back can move the suit with ease, but loses energy when you use certain things (like the jetpack)
>>
>>118706694

Bullshit it is if it needs to recharge from disposable batteries. Sticking with my obviously superior T-51b, thanks.
>>
>>118706781
i think all of them are going to need batteries.

Even in Fallout 1 its said the T-51 battery was only designed to last 100ish years, and its been 200.
>>
>>118706608
>someone'll just mod it out
What does that have to do with anything? You're not proving a resource economy is broken by cheating in an infinite amount of that resource, you're just proving you're a child.
>>
>>118706781

>T-51b

>>
>>118706953
>using pleb tier pre-war power armor
I will be using X-01 Mk VI power armor myself.

Post-war armor for a post-war world
>>
>>118706835

Ok so if we need just one battery per armor, that's fine I guess. Though since the battery tech in Fallout universe is so obviously better than ours, do they even discharge on their own if not used?
>>
>>118707071
I doubt it going to be just one battery per armor.

That would be too easy.

With all the shit they changed about PA, you are going to have to replace the battery over time.
>>
>>118707071

In the gameplay exploration video, the PC has 1 fusion core in his T-60, which he wears down by about 5% by doing the entire Minuteman intro fight.
He also has 11 extra cores on hand.

I suppose we could assume that the size of T-60 (literally twice as big as T-45) means that it uses more energy to power the hydraulics and shit.

Hopefully T-51 is the most fuel efficient. Although the Enclave armor >>118707049 will probably be the most fuel efficient
>>
>>118707216

>Entirely unique content.
>Generally positive verified reviews over the course of two months.
>File size increases the amount of money you can charge at rate of $1/1GB.

No, T-51 was the most advanced issued armor.

T-60A was in prototype stage, and T60B-f are post war armors
>>
>>118709615

The problem is that we don't know the specifics of any actual armor.

T-51 is made of a poly composite, has a coating to stop lasers and radiation, has full waste recycling, and runs on a fusion core.
T-45 runs on small energy cells. We don't know what it's made of.

People like to say that T-45 is made of steel and is therefor weaker, but there's no documentation to prove this.

So if T-51 in FO3 has rivets and is made of polymer, how can you be certain that T-45 (which has rivets in FO3) is made of steel? The way it looks?

What about the fact that in Operation Anchorage, T-51 looks like it's made of steel that has been covered in a snow camouflage coating?

I'm pretty sure they mentioned Beth.net would be consoles' only source of mods

I doubt MS or Sony would allow Bethesda to allow users to drop any old files off a thumbdrive onto the console, filesystem access no matter how small leads to consoles being busted wide open eventually.

Beth.net will probably be the only way to get mods into the game, which means all the good mods that actually do stuff will remain PC exclusive

Because you're a fucking subhuman. The core in question is powering the entire suit. For gameplay purposes, using the special add-ons drains energy, thus limiting your ability to use those add-ons. It does not limit movement.

>>118713557
?
>>
>>118714012
The maximum meaningful armor rating in Skrim was 570. It was equivalent to 80% damage reduction. Now we have here an armor with 980 armor rating which isn't even the best in its class. The numbers were inflated and became even more meaningless.

Why wouldn't I call our star Sol? It is the name of our star. It doesn't magically become not-Sol when you're on Earth.

Also, it's a micro-fusion power plant. The cells are the reactors, you are swapping fusion reactors when you put a new one in. It was mentioned in several Fallouts that the reactors in Power Armor basically last for 100+ years, so whether we need to swap MFCs or not remains to be seen.

Why would the flashlight drain all that much power? Hydraulic systems would take up much more power. When I originally quoted you in >>118713132, you were talking about how fusion = electricity, like the Iron Man Arc Reactor (not fusion).

Somewhat related question:
Have you ever played BattleTech? 'Mechs use fusion reactors and jump jets are quite literally and physically opening up exhaust ports from the fusion reaction to achieve lift. I don't see any reason why that wouldn't be the case here, aside from the reactors themselves being the MFCs.
>>
>>118714864

>Why would the flashlight drain all that much power? Hydraulic systems would take up much more power.

I already said this, lol

>I doubt a torch is more power consuming than an entire hydraulic sub-system.

My only problem with Megaton is the bomb itself.

It makes no sense why there's a fatman style bomb dropped on DC. Didn't we establish that ICBMs are used by the US and China?

I always took the launching of the nukes to be a really sudden spark of the moment thing, and as soon as launches were detected the other side launched theres.

Unless there was a Dr. Strangelove situation where a Chinese Bomber was constantly flying around the US coast, it would take hours for a plane to be equipped, take off, arrive at DC, and drop the bomb.
>>
>>118719387
Why not the atomic version of an earthquake bomb like the Tallboy?
It would make sense: the bomb didn't destroy on impact, but it dug itself in the ground (as intended), but it didn't go off.

Beside, I like the idea behind Megaton, but the execution is really poor.
>>
>>118717018

Addendum: I'm tempted to get it for the online play, which I hear is chaotic but fun.
>>
>>118719717
It would have made more sense on the West Coast, yeah. I guess you could say maybe it's an American bomb that was dropped / lost in the confusion. E.G. one of those long range strat bombers was taking off from the DC area when the apocalypse happened and lost its payload before it was armed. I don't want to defend Megaton anymore so I'm tapping out.

During the Cold War it became clear that in case of a sudden nuclear strike, it was vital, in order to win the nuclear war, to be able to retaliate with a second strike. To do this, you had to protect your nuclear arsenal, and bombers always in flight at two hours maximum from any possible target was a very good solution, which we can assume was employed also by the chinese in the Fallout universe.

By the way, the bombers thing was called Operation Chrome Dome. Also, I suggest you to watch the documentary First Strike, it should be on YouTube.

New Jersey, easy access to New York and Phili, not to mention Camden which is currently a crime ridden hellhole similar to Detroit and has the battleship New Jersey. Imagine a city filled with raiders who control a battleship whose guns they use to fire on neighboring towns and cities if they don't pay tribute in goods, money, and slaves. Main plot could involve the raiders, the battleship, of some major city in New Jersey or bordering it. Bonus points if you could through various actions become the leader of raider controlled Camden.

Except the number of people that get in the way and the morality of the president. Wars, especially modern wars almost never end in outright annexation, if America hypothetically lost a war to China America as a nation would still exist, killing billions to prevent that defeat is retarded. It is like pulling the pin on a hand grenade because you are losing a fist fight. Furthermore nuclear launches go through several layers. Even assuming the president wants to launch the nukes and no one around him tries to stop him there is still the individual launch sites. A captain to an SSBN could simply ignore or refuse the order or the crewmen or officers seeing the retardation of such actions could mutiny and refuse the launch order.

Nukes are deterrent anyway, the whole point of having nukes is so that the other guys can't nuke you with impunity, nobody had intentions of starting a strategic nuclear war during the cold war under any circumstances.

I mean, while I like the idea of you being able to go full laser weapon, full plasma weapon, or full on bullets, I'm kind of weary on it. I just don't see ammo conservation being a thing that you have to give a shit about in this game, since you can pretty much have each ammo type (except making normal rounds into shotgun ammo) do anything.

Maybe I'm just being petty, but I enjoyed having one type of weapon for each round so I can shuffle them around. I realize I can still do that, but if I'm picking up / making microfusion cells left and right, there's going to be that temptation to just make a laser sniper rifle, automatic rifle, and shotgun and do 90% of fights with those.

My guess is that the cranking mechanism makes it so that it doesn't expend ammo. So basically it's an energy breeder, but degrades a bit every time you crank it until it breaks and you have to go build / find a new one.
Because it's an early game weapon, so I don't see it being very powerful, just useful in its own way (when you don't have much ammo for anything, but everything is weak as hell so you don't want to waste what ammo you have)

Or maybe there's a microfusion cell on the interior of the mechanism, and each crank kick-starts a small reaction that floods the chamber with energy

or something
>>
>>118725930
>3 was a nightmare.
How? The only ammo I ever found myself running low on was .44 and .308, which made sense considering they were the two most powerful gun ammo types. Even then, there were plenty of ways to easily acquire more.

I really hope that the "fuel source power armor" is only a mechanic in very early game when you get your first suit, and that mid / late game you can either make or find a proper fuel source to keep power armor supplied with unlimited energy.
Because the whole concept of the brotherhood and Enclave kind of unravels when power armor only lasts 10 minutes. It would also just not feel right if power armor was relegated to a temporary power up instead of being a suit you can wear around freely end game, like in every previous Fallout.

I'm half-convinced it's a Metroidvania. You start with your shit-tier, short-lived suit, and part of accessing new areas in the game is finding parts to repair and upgrade the suit - get the jetpack so you can clear a jump, get the filters so you can enter the glowing sea, get the pressure valve so you can reach a sunken ship, etc. A late-game unlock to let you use it full-time fits right in.

>I just don't see ammo conservation being a thing that you have to give a shit about in this game,

I hope you're wrong. I actually enjoyed going through the DC metro on my first ever unmodded Fallout 3 playthrough worrying about ammo, it was both creepy and tense, and validated my decision to not completely dump strength and put some skill points into melee (my first character was a mess). In any case, the end result was fun

As game designers, they have to balance "this sucks I can't do anything because I have no bullets but I really want to keep going where I'm going now instead of going elsewhere or back to town to get ammo" vs. "this sucks I have all the ammo in the world and nothing bothers me since I'll survive anyways"

But after Skyrim, where smithing your Iron/Steel weapon made it far better than any superior material you came across that you couldn't work (Glass, Orcish, Elven, etc.), I'm not sure they can balance this correctly

I dunno, nothing we can do yet and crankable Laser Musket does seem like a pretty cool concept.

Sure North Korea might, and maybe Pakistan but neither of them are relevant. As I said it is like pulling the pin on a grenade in a fist fight. Nobody who comes to power in a major nation is dumb enough to do that.

On the bright side nuclear war wouldn't kill off humanity even when nuclear weapon stockpiles were at their peak. Granted billions would die, the climate would be heavily effected and background radiation would be higher than normal for like a thousand years, but humanity as a species would survive.

>Being excited for this shitheap further rape of the Fallout series

It's all just CoD "Brah!" shit. I, Juan Carlos, AKA Walpknut, in my completely factual and true opinion, hereby state that anyone who enjoys Bethesda games in any form are literally jizz-guzzling idiots. Fallout is deader than Ed at the entrance of Vault 13. I only play 1, 2, and NV. That's middle ground enough to have a completely un-biased and true opinion on Shitout 3. It's garbage and anyone who enjoyed it should immediately off themselves because they're an idiot for enjoying dumbed down trash. I sure as hell ain't buying 4, and anyone who even remotely thinks it is considered Fallout is just a drooling idiotic CoD cunt with no taste.

NMA is literally the only real place with any taste left. All of you are just a bunch of kids if you're excited for what I like to call "Rage 2". Don't even come near my presence if you think about calling this abomination "Fallout 4". My art I draw on my Deviantart page easily outshines anything these fucking mentally broken retards at Bethesda scrabbles on their "Concept art". I could code a better game in my sleep. What a fucking waste of a good franchise. I'm sorry for humanity's crimes against your beautiful series, Sawyer. Rest in Peace, Fallout. I hope everyone at Bethesda dies a horrible death for raping you. I'll be sure to hashtag #FalloutIsDead on each and every further one of my tweets from now on.

If any of you have common sense you should all quit talking right now, stop posting these stupid 3D Shitout game pictures and talking about Shithesda's abortion and go talk with the REAL intellectuals at NMA.

so there is only 1 ammo type basically and each gun uses a different amount of it. sorry to tell you. confirmed already.
>>
>>118724815
I just realized how hard you can potentially extend this with mods

Just now

Like, at the moment of writing

You could import multiple custom 3D meshes and textures for custom parts and put them together in custom recipes

You could make the recipes complex and multi-stage, like put 4 parts together to make the "engine" portion of an energy weapon, and then use that part in another recipe

Since you can do this with power armor, I'm sure someone will write an adventure where the end objective is to assemble some monstrous half-mech thing out of dozens of parts, each part will be assembled out of constituent subcomponents, because complexity for complexities' sake

A blast of a time;

An entrepreneurial young man named Richard Gatling confides in you his idea of a revolutionary new weapon to give the Minutemen a fighting chance against the Brotherhood of Steel.

His idea revolves around mounting a set of 3 laser muskets on a central axis, and rigging up an action that could discharge one weapon while cranking the next one, before rotating 120 degrees and repeating the action.

>it's the sole survivor's task to collect 90 laser muskets for gatling to properly outfit the minutemen with much needed firepower

Maybe not during chargen itself, but you could get tats later? In pre-war Fallout universe it'd seem like that would still be something mainly for sailors etc. But post-war is a different society altogether, gimme some o' that sweet raider ink.

this is how video games work, anon.

Don't want to "there is no Santa Claus" wreck anyone's bubble, but your character/car runs in place and the world moves around him, and the game's job is to give you the illusion that your character is moving around in the world. This is why stairs always looked awkward in third person.

Character and environment are always fundamentally disconnected, even in 2D side scrollers. That's why the SNES Mario animation loops work. It is the game's job to mask this.

what did you expect, procedural or physics-based animation on gamebryo lol/?

>>118741114
don't forget Fallout 4 is DX11 whereas Skyrim is DX9, so modders can create more complex shaders to do finer blending/transparency and whatever instead of just bluntly painting overtop. Console peasants probably won't get this, though.

Also, if Todd didn't lie about "full physical [sic] based rendering, as well as dynamic volumetric lighting" (https://youtu.be/D5esyZPt5Jo?t=10m30s) (he says it 10 minutes, 30 seconds in), shit like paint on skin should look way better in almost all lighting situations, from bright daylight to night street neon. Although PBR enhances non-organic shit like metals and gems way more than shit like skin, wood, foliage.

A good example of what PBR can do in graphics is this game

>tfw no more repairing armor and weapons in Fallout

I... don't know how to feel about that actually. While I never liked my weapons breaking after shooting for 3 minutes, part of the fallout charm is scavenging for weapons and supplies to fix your shit.

>>
>>118749221
That seems to be the general reaction, that nobody really liked degradation and upkeep. There'll still be plenty of scavenging for general supplies, ammunition, and scrap components.

>>
>>118749221
You'll still have the scavenging aspect for sure because most people will probably want to improve their base and build new shit in it

But I agree that there's a constant tension between carry weight, ammo, your gun breaking, and finding ammo or shit to repair your gun with in the nick of time that makes Fallout fun.

I wonder what they'll replace it with, I hope it's not too casual.
>>
>>118749862
Yeah, and someone will probably mod it back in right after sorting out hardcore mode. But - apart from smacking recalcitrant guns, which was always neat to see - it really didn't add anything to the game, just extra bookkeeping and inventory clutter.

>inb4 muh casualization
It was never hard to keep things repaired. You never had trouble finding another weapon or armor bit that could be strapped on, and you sure didn't have trouble finding enough caps to make a merchant do it for you. It was just busywork.
>>
>>118749221

>>118750859
I always think it's a little incongruous to the setting actually. It's that thing about manufacturing the 50s and the whole retrofuturist thing is that everything is overengineered to hell and back. AMD will be defunct this time next year, and Nvidia will be cranking up prices and forcing obsolescence through drivers. It's better to upgrade now, play happily for a year and switch to consoles when shit hits the fan, than it is to wait for just one more generation to pass, miss your chance and watch PC gaming suddenly become stagnant and unaffordable. That big performance jump you're hoping for is going to cost you big, and the cheaper version probably won't be an upgrade at all. The 970 and the 980 Ti are pretty much your last sensible option for an upgrade.

The gaming GPU market is a subset of the discrete GPU market, where Nvidia would still be considered to have competitors from companies such as S3, Matrox or even Intel. No one really gives a shit about the enthusiast market. If AMD goes down, Nvidia will gain monopoly over gaming grade GPUs. No one will touch them, and due to the massive amount of R&D and consumer outreach it would take to compete with them, no new competitors can reasonably enter the field. PC gaming might actually die.

I like the idea of locking out abilities and such when leveling up; being a master of everything ruins the concepts of replayability and role-playing. I've been reading there's no level cap -- but unless you somehow can manage seven perfect 10 SPECIALs, aren't you permanently locked out of lots of perks?
>>
>>118764140
No, you CAN level all of your SPECIALs to 10 by using perk points, but doing so would mean you would have spent the first like 42 levels of the game with ZERO perks.

And the game is likely to have a soft cap of 50-55 like skyrim, so leveling every SPECIAL to 10 means you spent like 80% of the game with no perks.
>>
>>118764140
Wouldn't it take 42 levels to max put all your special?
>>
>>118764140
You can level up your SPECIALs too. Think of it as having unlimited Intense Training perks.
