Gaster did something to fuck up time, or at least the ability to travel through time, and it cost him his every existence.

It makes sense that sans, a fellow time traveler and researcher, with active knowledge of the meta, is the only one to be able to retain a memory.

Even then, I wouldn't be surprised if sans, with his apparently MASSIVE intellect, doesn't actually remember or recognize Gaster, but from inference and logic figures out he DID know him and his relation to what happened.

It makes sense how depressed the dude is. Imagine how horrified you'd be to learn there was someone who was very close to you and integral to your life, and you can't *remember anything about them and can only infer that they ever existed*
