No, you're misinterpreting his sentence. He's complaining about:
1. Missing Cutscenes (a few levels don't have proper transitions between them)
2. Final Boss (it's just not very good)

The problem is that it was terribly designed, every barrel before that one allowed you to reach the place you wanted only by jumping repeatedly on it, and since jumping on a barrel and seeing it bounce because of it is the very first thing you see when encountering them you assume that just jumping on them is the right way to do it.

plus it takes a bit when you're pressing up and down to see any real difference so it tries to trick you into thinking it's not effective. It's just a weird mechanic that was completely unnecessary, only used in two parts during one level. Foreshadowing considering 3&K was the first game Iizuka worked on and the adventure games he directed are riddled with unnecessary weird mechanics.

I've been playing it for years myself & I've had it happen a couple times but it mostly has happened to me in Mania though. I think the widescreen might be why since you can go further across the screen & gain more speed that way but I'm just guessing there.

Yes. And I've never fallen off and, even if say I did, it must have been so rare and infrequent that I've forgot because for me it was so jarring that I could fall off Mirage Saloon Act 1 so much and sometimes even WITHOUT Spin Dash (being on the edge of the screen in general seems to be a death sentence on that level).

When I died 6 times in a row, I swore it must have been a glitch or just poorly implemented. To date, I've died more on that stage from bottomless pits, than I have on Air Chase Zone over 20 years and seeing as Sonic 2 was my first Sonic game, that says a lot.
