In a world with normal enchantments that can be applied to rocks (Welkynd Stones, the Fingers of the Mountain quest, any floating rocks in Ayleid ruins, etc.), it is plausible that the 9 Divines are bullshit and priests just enchant stones to give people "blessings".

This is obviously BTFO by Knights of the Nine, but normal people aren't going on ancient pilgrimages too often. From her perspective, you can see how she came to that conclusion.

Atheim in fantasy obviously isn't the same as real-life atheism. In fantasy fiction it is the rejection of the gods and what they represent rather than some statement about their existence. There's a difference between believing in the existence of a God and putting your faith in it.

Only the Aedra had a hand in the creation of the world and have a proper claim to that; the Tribunal are simply immensely powerful beings who stole their power from an (arguably) divine item.
