If you had to pick one, then Dark Breath+, but you really shouldn't bother, keep her default weapon. Dancers shouldn't be initiating combat so Dark Breath's effect will go to waste and Ninian's attack is too trash to make use of Lightning Breath unless you have TA and really hate red mages.

The word inherit is misleading

You're essentially sacrificing a hero to give another one their skills. Since you can only give 3 at a time and each skill rank counts as one, most of the time you'll be sacrificing a unit just to get a skill. Recommend looking up a guide
