Sewer levels usually suck because they're a lot of looping around, running back-and-forth switch puzzles that really aren't enjoyable, especially in random-encounter RPGs. FF8's sewer levels are a great example of how terrible sewer levels can be.
Plus, they always have that one look. You see one, you've seen them all.
Good excuse to put a dungeon in a city for plot, and it's easy to design.

I kind of liked the sewer in Parasite Eve. Wasn't too long.
There's a moment in Nioh when you need to infiltrate the Edo castle through its sewers, William vomiting if you try to heal because of the disgusting smell was a nice touch as well as ability to remove the stench by rolling into the barrels of water.
I liked Lut Gholein's sewers.
