Because the damage didn't come from the raw hurt of the bass cannon itself, but by how it could stun lock anybody with one hit unless they had a stupid amount of poise.

Chaos doesn't scale with STR, there's no need to invest in it above the required amount to two hand the weapon. Stack 10 humanity and you're already outdamaging a quality build with less investment.
