SPy received some very useful buffs, the more noticiable one is the improved movement speed.
They are nerfing the Dead Ringer because it is a free out of jail card so one spy can simply be a consistent annoyance at all times since all he needs to get invulnerable again is a ammo box.

The ambassador nerf was also necessary since getting headshots with it wasn't so hard and getting sniped from across the map by a spy was quite shitty,so now hitting head shot with it from long range will be much harder.

The weapon is difficult enough to use to merit its reward

by reloading you pretty much reset the spread and can easily hit head shots at mid range and it is not hard to hit headshots on stationary targets from afar. Just becausemost spies are shitters doesn't mean good spies don't take advantage of that. Same deal for the Sandman + cleaver combo

i don't think you understand that the problem they are trying to fix is being able to hit headshots at long range. the nerf will barely affect spies while they use it for close or mid range fights, the nerf will only really affect spies that sit on a corner who try to headshot engineers, heavies and unaware snipers without actually risking himself.

the nerf is fair, much like the dead ringer nerf.

the DPS on this thing has been tested and confirmed to be less than the pistol and the damage increase doesn't justify using it for burst damage. Unless something like the damage increase was increased dramatically its main idea of being a good weapon to finish off injured but retreating enemies is pointless, and the jump height increase is not only largely pointless on the scout but that stat isn't even related to the main point of the weapon. It is literally in any way inferior to stock pistol.

Medic
Vita-Saw
Ubercharge on death is too valuable of an effect to be passive
Goal: Change the weapon in a way that requires skill and risk in order to gain this effect
Changes:
Added "Organs" collecting concept (... you know, hit someone with a saw, and out pops a vital organ which you then take, and hold). Each hit with the Vita-Saw harvests the victim's organs (shown on the HUD).
Added: On-death, preserve 15% ubercharge per Organ harvested. This effect caps at 60%.
Crusader's Crossbow
Bolt healing is very high and significantly out-heals the Medigun when the target is in combat. This might be okay given the trade-offs (risk-vs-reward of ranged shots hitting and the opportunity cost, no overheal). However, it's also the fastest way to build Ubercharge - under the right conditions (e.g. corner damage farming with the Medic behind cover).
Changes:
Ubercharge gain rate reduced in the same way that the Medigun's healing (and therefore, Ubercharge build rate) is - based on the last time the target was in combat
Reduced by a third when 1 - 10 seconds outside of combat, and scales up to normal over 10 - 15 seconds

Every class is getting changes, the most noticeable ones are the spy nerfs

Spy
Ambassador
Players that are head-shot from across the map are expecting to see a Sniper in their death-cam, but they sometimes see (more often that we'd like) a Spy with a revolver
Goal: Reduce the effective combat range to something more reasonable and expected with the Spy
Changes:
First-shots are no longer perfectly accurate. Bullet-spread is instead reduced by 50%. This makes head shots less reliable at long range, while still very viable at close and medium-range.
Dead Ringer
Feign death is an interesting effect, but a good Spy can use it extremely frequently making it frustrating to play against and reducing the risk of using it nearly constantly
Goal: Rather than make it less interesting, let's make it more predictable to fight against by removing methods by which Spies can reduce its cool-down. This should create more of a rhythm to fighting against a Spy using this and introduce a little more risk to player using it.
Changes:
Ammo kits and dispensers no longer refill the Spy's cloak meter
Your Eternal Reward
This is the least-used Spy knife (technically, the reskin is, but anyway...). While silent-kill and rapid-disguise-on-kill are good, the downside on this knife is extreme.
Changes:
Removed: "Cannot disguise" penalty
Added: Non-kill disguises require (and consume) a full cloak meter
Backstab-based disguises are still free
Increased cloak drain rate by 50%

A little change I can live with, it's just when they had the gun mettle update I believe it was they made the vaccinator practically useless, then it got rebuffed a few months later. It's a weapon for me that makes medic many times more enjoyable and I just don't want it to become useless again due to bad balancing, I'll agree it can be a bit strong in the right hands, but I hardly ever see the average player use it.

Well just speaking in general the loss of splash damage is pretty big deal for the rocket launcher, I think it's a great sidegrade to the RL, but I feel there are situations where the regular rocket launcher does better.

It was a great sentry buster before and actually had a chance of killing the engy repairing it thanks to the high damage it previously had. Used to help deal with Medic combos too, but now they just rush you down without even batting an eye because you cap at 100 damage each shot.

I'd be fine with the nerf in damage if they kept blast radius it originally had. Even if it's only 100 the ability to damage surrounding enemies or rack up decent damage to a Medic shoved up someone's ass is a decent trade off. Loch n Load was a damn good crowd controller, that's why I liked it so much.
