No it's not. It's fucking boring. People wanna strawman Witcher 3's combat but it's lightyears above this game's.
And everything's really fucking plastic.

Amazing for 10 hours then you realize every quest is the same and nothing you do matters.

Skyrim is actually a casual gamers wet dream, in that context it's fantastic. It is just that for an experienced gamer everything in it is done better elsewhere.

7/10. I said it on release. With mods it gets a 9/10 easy, assuming you aren't a fucking retard and know exactly what you are doing.

Awful animations
Awful collisions and hitboxes
Awful AI and pathfinding
Awful art direction (no,

Awful engine and console limitations which weren't solved in the PC port
MUCH worse character progression than the past games in the series, and in general ditched A LOT of what the series did good in the past, because it's game made thinking in profite first, second and last. Nobody cared in making a GOOD game and getting money form it.
Awful writing
No roleplaying posible as your actions are completelly meaningles

I'd give it a 5-6/10
Still better than Oblivion, Fallout 3 and 4, but only because those were even worse.

break the game using alchemy/enchanting/smithing combo. Just enchant some robes to give them 100% mana reduction and become unkillable. Although you could just play morrowing or something where magic isnt trash.
