Both Corvo and Daud have access to Bend Time which probably makes them the strongest users of the Outsider's Mark.

As far as we know there are no other characters in the game that can use Bend Time.

At their strongest? Corvo, easily. He beat Daud, and he has Bend Time, which is easily the most overpowered ability in the entire fucking franchice. Emily simply can't keep up, especially since all she knows was given to her by Corvo.

Keep in mind that Bend Time doesn't affect people that also know Bend Time. Daud can move freely in Dishonored 1 when you use it against him. Corvo is probably the only person that can defeat Daud in a straight up fight for that exact reason. Daud would just stop time against anyone else and stab them in the back.

As JoJo taught me, the only thing that can beat time stop is another time stop. Whoever wins, Emily loses.

peak daud has the longest blink range out of all people that bear the outsider's mark. In the Dishonored opening he blinks from the rooftop directly to Jessamine which is almost two times as far as Corvo's blink.
