The Thalmor plotline in Skyrim was a thousand times more interesting than time-travelling dragons. It's probably the only interesting Bethesda writing (bar a side quest here and there) since Morrowind.

Prioritizing whiterun is the most sound way to go.
If he takes whiterun he controls central skyrim and gains huge support for being able to take the trade city of skyrim.
The elves bit, ulfric isnt racist. he has high elves in Windhelm. Nords just dont value laziness. So when a bunch of Dark evle refugees flee morrowind what does he do?
he takes them in. what do they do? contribute to the war? integrate into nord culture? no they bitch and moan and say "its not our fight"

skyrim had a lot of good dialogue/conversations to be honest. i never understood why people always praised the writing in morrowind but never in skyrim. in morrowind it hardly feels like conversations at all, more like info dumps. the quests in skyrim actually have a lot MORE dialogue and interesting information. you always get the know the characters motivations and how they feel about it. morrowind hardly has any of that.

The Empire was hitting major turning points in Cyrodiil though. They reclaimed the Imperial City, captured a high valued elf general and decimated a large army in the colovian highlands, this could have rallied the Empire and it's provinces with these key victories yet they became ultimate cucks and just surrendered right there. Whiterun is the most strategicly important hold in skyrim. Whiterun was a trade city not just because of it's value in resources but because it's central to the country and has the most easily traversable terrain.

Trying to move an army to or from Windhelm through The Pale or Falkreath is a nightmare, you can send an force through whiterun after you hear about the enemy's departure and be at their capital before they even arrive.

This dialogue really made it seem like Ulfric just had PTSD and just didn't have the personal ability to hang up his sword and return to peacetime. Which, actually, might have been the point.
