I could be wrong but that still meant that they did some sort of agreement with Sega.
It'd be weird if valve just threw those characters in without any form of discussion or benefit.

Also I'd imagine some Valve fans would actually try Sonic Racing and Vice versa for Team Fortress 2.
So in my opinion they did have something to do with Poker Night, albeit in a small part.

Yes but it would NEVER happen. Fiona and Bigby I could see and maybe a side character from Batman, but I can't see them using a Walking Dead character.

Fiona is from Tales from the Borderlands which is a side story with no relation to the main games outside of the universe.

She's a hustler, liar and would do anything for a dime. Her sister and her would go around and steal money or guns to resell them.

She got caught at the start of the Tales game. I would recommend playing Tales from the Borderlands, it's pretty great with a great soundtrack and fun characters. Easily one of the best Telltale game.
