I think can be art just like any other medium, but that that distinction is practically meaningless. Most of the time when people call a game 'art', what they mean is that it has a serious or moody tone with nice visual and sound design and few arcadey game elements.

personally I think there's no real advancement in the industry right now, videogames are stagnating because of it's very "product" nature, you see a videogame has to sell, a videogame is a mass production unit, a videogame has to be published under the publisher conditions, there's always money behind the desk. a real art form should not be tainted by such impediments, and should be the closest to the vision of the developer/artist.
other than that the medium has to grow and mature, and videogames are too young yet
but the industry should start anew, from zero, there are too many practices that corrupt the experience

A video game has to sell like any other product and other products continue to find ways to be innovative regardless of limitations put on them. Video games are no different. That's not claiming that I think publisher limitations are a good thing, but your conclusion is going too far. If devs weren't shit, good games can be made. Plenty of good devs have made good games recently regardless of the necessity for it to be a commercial success
