Use a fighting pokemon that knows Rage, have it be your only pokemon and deplete all PP from other moves. Then go to elite four and save in Lorelei's room.

In gen 1 the AI will always use a move that is super effective against you. Lorelei starts with Dewgong, and the only super effective move against fighting types it knows is Rest, so it will do nothing but spam Rest. AI in gen 1 has infinite PP, so it'll never run out of it.

Rage in gen 1 only consumes PP when you use it for the first time and your pokemon keeps using Rage until it faints or the battle ends. Because the Dewgong will keep healing itself to full with rest, your Rage will never kill it, and you'll never stop using Rage, so you can never struggle yourself to death. The only way out of this situation is to restart the game.

If you restart your game, you're back in Lorelei's room. You can't exit it, so you're stuck there forever.
