Nah, popping someone up and airshotting them is far more satisfying than the visceral gore of a shotgun.
They were until bioshock 2 introduced the concept a of a rocket harpoon, i have yet to find a more fun gun

Look at it this way, they are better than shotguns in mid-range combat, and better than rifles in close-range combat.
I think they're good in games with moderate TTK just because of what they represent.
Compare the significance and purpose of the shotgun in Doom to say, Call of Duty where you'll die pretty quickly from anything.

Why do games always get this wrong?
shotguns are the highest risk/reward, so they're usually satisfying by default
>you need to get in close, unlike pussy-ass rifles and railguns
>you need to be careful with your ammo usage, generally low ammo capacity
>low fire rate, so you open yourself up to a lot of damage if you miss
>shitloads of damage instantly
>usually gib enemies, which has an amplified effect when you're close unlike rocket launchers which punish you for getting in close
