Two scenarios

1) You get a game full of marvel and capcom characters chosen cause what they would add gameplay wise (not saying MvCi manages this perfectly)

2) You get a game full of marvel and capcom characters chosen just cause they are popular even though they don't work well with what the game is trying to do

Obviously 1 would be the better game that casuals can still enjoy, certainly they should try to get some fan favorites and new things in there but gameplay should take precedent.

No, with a lot of effort, time and money. The fact the gameplay is good and they surprised everyone by being able to fix some of the graphic issues (but not enough) shows there is effort being put in. But with dev time starting last year and capcom games not meeting sales expectations they didn't have the latter two.
