The difference is the intent. You see a lot of black characters showing up in the west and the reasons behind them are purely political. It's not always the case, but the "strong black woman" thing is getting ridiculous, and more often than not the characters will be clearly written to have that one trait and nothing else. Writers will also often admit to creating these characters almost entirely due to the political climate in the west rather than them thinking these characters are actually good.
