It wasn't even intentional for some people. Everyone had one of those DS carry cases that came with a few slots for games. You put the cases away somewhere, not needing them, and then can't find them again when you go looking 2 years later

They are. The European cases are larger and a tad higher quality in terms of latches and plastic. However Nintendo of Europe pushed for entirely white spines with a centred logo, while Nintendo of America let publishers place art on the spine.

Sony did the strict standards for spine on PAL games. A few exceptions but most were black text on white background...maybe a small logo associated with the franchise.
3DS game cases I assume are the same as US. They're definitely slimmer than DS cases in Europe.

Looking at some cases I have here, the European 3DS cases are a fraction larger than USA/Japan cases - maybe 2mm. My guess would be for additional material in alternative languages, for those games that actually ship with something.
