Sure is, but she is the strong one and Chloe has a great capacity for weakness once she develops affections that make her need a person. Chloe will always succumb to Max, funny given that their physicsl appearences don't show how the real dynamic is happening at all. You spent time with Chloe to accept your mistakes of the past, when you let your friendship end. Likewise the game shows you how changing destiny can lead to even worse results.
You stopped Chloe from dying, which was the single moment that needed to happen in order to right the wrong, which happens in Arcadia Bay. Instead you have to discover everything yourself, while bringing more misery and ultimately destruction to the whole town.

In the end you could summarize it with

To expand a little what >>389748290 said, The whole ep 5 (dream sequence in particular) is about how much all those moment she spend with Chloe mean to her and made her realize that she's the most important thing to her, how much Max loves Chloe, how much she sacrificed for her and how she doesn't regret it at all and would do it again.

The game does not lean towards sacrifice Chloe ending, you do, wich doesn't make it "the canon one". Max isn't a superhero who saves everyone, not the the-needs-of-many-overweight-the-needs-of-few person. Even thematically, saving Chloe is much closer to one of the most deeply ingrained motives of thr game, wich is that Chloe is loved and worthy of love, something that Max spends the whole game showing her and nothing illustrates it better then when Max sacrifices the city to save the most precious person to her - Chloe. Cause she loves her and she's worth it.

The ending bothers me because you learn only AFTER the "critical moment" in the beginning who you were even saving.
