No. The grooves are in between the actual slots that hold the bullets. The cylinder needs to be thicker around the round to accommodate the pressure when firing. It's carved out a bit in between to remove a bit of weight and to give you a better grip on the cylinder when loading/unloading or if you have to manually rotate the cylinder for whatever reason.

Valve is consistently one of the worst developers ever when it comes to presenting firearms, whether they're entirely made up and especially if they're real. They also have absolutely awful taste in what real-life firearms to present in games like Counter Strike.
