Unironically this. In that period everyone and their grandmother tried to leech on GTA's succes. If you think open world is a meme now you should have seen it back then when the technology wasn't really there, and games that fuck all to do with it implemented GTA like mechanics.
The worst offender is Jak 2. It went from a kinda light hearted platform to GTA for those too young to buy the real deal wwithout parent's permission.
