Her problem was that she realised the target of her vengeance was a mindfucked body double who was never even her target to begin with, let alone the one who set her on fire. Think about it, she looked at Venom in the eye as she strangled him, treating him as a bystander who just happened to see her face. She knew he wasn't the real Big Boss from the beginning. She saw a kindred spirit in Venom Snake, someone who was being used as a tool for revenge. Too bad she could never explain herself without killing everyone on Mother Base.

I'm sure the same people who were cheering for her to be executed would have been happy to lend her a piece of paper and a pen. Besides, she was obviously conflicted. After Fake Snake ends up being the only person on that oil rig to show her any kind of mercy, the least she can do is leave him and his little mercenary group alone, though she'd have no reservations about killing the others otherwise.
