Thats not how things work in mocap business. mocap actors aren't regularly payed they're hired by contract for a project.

First they go though an audition, then they're hired to do a job. if you fire them after signing them on you have to pay them reparations which might now be worth it ontop of the whole reaudition and rehiring process.

Second, its not a job you can pick up any person from the street. especially for roles which demand choreography or fight scenes. the actor has to be fit, flexible, capable to working in the (uncomfortable) suit. action roles demand stamina and strength as you do physically demanding acts repeatedly until the director gives the ok. Rehiring is time and money.

Third, there is the management part. its all about keeping worker morale and giving a goal for other workers. Why do you think bullshit like worker of the month exists? its nothing more than a pat to a persons ego but that shit works it encourages people to compete for the role, it encourages people to do good so they'll get the pat to their ego. its basic Pavlovian positive reinforcement. Sometimes its better to fix and improve a bad worker than go through the effort of firing and replacing him.

I think one of the issues Andromeda had, and it's usually noticecable in a lot of games, is that the faces and even the bodies have series of poses, while playing them on repeat. Infact, mocapping facial expressions in games is rare especially in text rich games. What most games do (including WItcher 3) is use a program that reads the text, listens the voice and takes in a few parameters (to describe which emotion it should do) and tries to uses an algorithm to generate a facial animation of the scene

The difference between Andromeda and Witcher 3 is that Witcher 3 had animators go over the result and refine it while Andromeda just took the result and threw it in the game with zero quality control.
