Most early 3D games ran like total shit.

Better have locked low, yet steady fps, than an unlocked yet very jumpy framerate. It's the drops from ~60 to single digits that are way more annoying.

As a side note, many PSP games still were locked to 20 fps. MGS:PW is an example.
