Actually most of P5 party members suffer from that. They're just way too fucking nice. They don't have as much flaws as P3/4 characters, and they rarely conflict with each other, aside from some minor bickering. There's not enough bonding scenes in P5 (I blame the smartphone and IMs).

I was really disappointed with Makoto.

Her design is awesome, her Personas are cool, her weapons and sounds are fantastic fun. But she has no bite. I was expecting a more assholeish Mitsuru or a female Hidetoshi. But she turned out to be extremely sweet, more immature than the second years despite being a third year, and talks way too much without justification. She's cool out on missions and in battle, but that character disappears when you go back to daily life.

Hifumi, on the other hand, is interesting and has some good scenes, including with other characters. Her backstory is cool and her design is great, but it's never really utilized.

They really should have either had Hifumi in Makoto's place or just merged them together. Makoto has the battle mechanics but Hifumi has the entirety of the character. Why is Makoto's codename "Queen" when her arcana is Priestess, not Empress? Why is Haru's arcana Empress, anyway? It's because she's rich, not because of anything about her personality. So there are two or even three girls who are called "Queen" of something or other. Not every girl can be a fucking queen.

She joins the Phantom Thieves because she fucked up trying to impress her sister.

She admires her father because he was her father. That's literally it. Sticking to his guns got him killed; for some reason that's admirable, but it's not justice.

Do you know why Goro Akechi is the character who represents "Justice"? Because his entire story arc focuses on it. If you scramble around you can find semblances of "Justice" in every character's story (mainly because it's a game about stealing shit), but none embody it so much as Akechi and I'll tell you why: justice isn't simply your childish notion of "upholding the law"; justice is a philosophical theory that strives for fairness on all parts, including punishment and vengeance - the darker side of justice. I know this is probably difficult for an American to understand but justice doesn't mean "the good guys win", it means "everyone gets what they deserve". The problem arises in who is the arbiter for what people deserve, which is why Akechi is wrong when he plans to kill his father.

See the difference? Akechi REVOLVES AROUND justice. For Makoto it's just a word.

Makoto didn't really care about the students. She even admits it herself later when she apologizes to Ann about Kamoshida. She's under too much pressure to have time to genuinely care about the students. She gets desperate because of the pressure placed on her, not because she cares about anyone in particular.

Wow, I can't believe this is your response. It's like you didn't learn anything from the story. In order to truly understand and examine a concept you don't look at it from only one side. You have to see what's good, what's bad, how to break it. Akechi's entire character is a thorough examination of many aspects of justice and if you can't see how I suggest you go read some critical theory.

My guess is she'll get an outfit like this (A Showa-era Japanese military uniform, sorta like Raidou but heavily ornamented with gold and red accents unlike Kaneko's minimalist designs) and a spear/flintlock weapon pair.
