Turn off ubersampling, what it does is actually render the game at 4K with additional complex algorithm to split the frame into 16 different pieces, filter each of them, reassemble and then downsample to your resolution.

If you're on PCI-e 2.0 then odds are you're also using a pretty outdated or well used processor as well.
GTX 980 is a PCI-e 3.0 card. You'll need that to take full advantage of it, as well as a Processor that won't bottleneck it.
