My dream game would be an actual working MMO pirate game, with fully featured towns and in-game communities. You'd be able to go to a local tavern to join a crew, or start your own. All of it ran by the players themselves. You'd be able to buy ships or even steal them.
The thing is, the game would also have perma-death. If your character dies, that's the end of the line. You'll have to restart in a town with nothing again. When you're offline, your character is asleep, but can still be killed.
People would be able to be absolute cocks to each other and you wouldn't be able to ever fully trust anyone.
There would emerge real stories based on actual thing happening in the game. Maybe someone would be successful enough to gain a worldwide reputation and get a bounty on his head?
Of course, it's just not feasible to make a game of that scale. At least not yet.

Risen 3 is a great game, if you know what to expect from that developer. At first it might be meh, but after couple of hours it gets very comfy and gameplay is fun. Story overall is engaging.
Completed that game few times, love it maybe more than even Risen1.

Still not even close to Gothic3.
