Just fix the hitbox on the flames to reflect the actual model and either buff his speed or mobility (maybe by making it so being on fire slows your movement speed by 5 percent). Also make it so health packs no longer extinguish, just heal you while you remain on fire

Overall this will encourage playing like a hit and run ambusher. You'd hide somewhere safe to start the process of reigniting, then go after enemy players during the short time the pilot light is larger. Once the light returns to normal you'd make your retreat in hopes that your afterburn will finish them off.
When going against soldiers or demos you'd employ the same tactic of the current airblast. Left click at the right time so their projectile is hit with the initial breath of your flamethrower.
