This is kinda not true.
Most people play shit characters in the game specifically because they like them.
Only exception i agree is people who instalock Yasuo.
Because lets face it he is almost a free win in sole que and he appeals to the edgy weabo teen demographic and now we also have this guys to fill this niche.

Also picking only top tiers just wo win is literally a thing in every game.
Just look at fighting games.
60% of the time in ranked you will only fight high tier characters and an occasional mid tier.
