My theory is that he's some sort of amalgamation of edgy OCs or otherwise born from the idea of them, but I could also buy the Tails thing.
The lyrics in his theme "when everything you know has come and gone" and "only stars remain all through it all" are potentially nods to the idea. Even references to Sonic falling and losing his fire feel like they're coming from an old friend who has lost faith in him.
