Is SE4 a substantial improvement over 3? All the footage I've seen still has super janky enemy AI and movement controls

It honestly just feels like an expansion/part two to 3. Still fun with realistic bullet physics and trick shots. Still a pitiful selection of guns to choose from. Honestly there's no reason to use anything besides the starter rifle as it has the highest damage and velocity, anything else is weak with auto feed or recoil dampening.
