Devlopment suffered a setback when they had to use available cash to buy back stock to protect against a hostile takeover.
There have been more than a few ideas partially implemented and scrapped.
It is in development hell by a studio that is more ambitious than talented.
It will end up being watchdogs with build your own waifu.

The one thing that will make this game worthwhile is the Tortanic 2.0 aspect when it comes out.

I know they won't go tits up.They have too many Govt subsidies to let that happen.

They admitted that this teaser was just a test to check out how many people would want it.
It was basically made to convince investors for this game.

They're releasing it in 2020 to coincide with the tabletop game

CDPR did the trailer to recruit talent. Difference is T2 already had all the talent they need to make their games.
Besides the developement has only gone on for ~2 years since the release of w3, and less than that for the guys that worked on expansions.
