The art style for cup head involves more than just slapping some bitmaps on a screen and calling it good. Programmers need to build camera effects to make the things you see look right. While the artists are drawing, programmers can be working on things like chromatic aberration, simulated film grain or sound effects coordination. The only people who think programming isn't a full time job probably spent all their time drawing shitty pixel art and letting game maker studio do the rest.
