A biggest roster isn't necessarily better unless if you're just going for fan appeal. You should think about how each character might actually play in the game and if they're not fun/interesting/etc enough then you should remove them. Like for example how are all the bowser minions or babies going to fight? Maybe you can scrap together ideas for one, but unless if you just make them clones I can't see them being well designed at all.
