All that multiplayer really means is much better "AI" on top of the existing content. It doesn't make the content endlessly entertaining. You can get bored of a multiplayer game; more content and a higher skill ceiling makes you less likely to get bored, and thus the game is more replayable.

That's why multiplayer games have multiple maps at all. If simply being multiplayer was enough to provide replayability they wouldn't need them.

Try and knock a hole in that reasoning.

Campaign is to some extent very predictable. Romans will ALWAYS blob over half the map.

Speaking of the Romans, other factions feel underdeveloped compared to them. They have their Senate and Civil War. Other factions have... well, what? Sure, you can say it's called ROME: Total War but it'd be nice to have some mechanics for the other factions.

Absolutely broken balance. You could probably conquer the whole map with just a few Generals and the rest of the army being phalanxes.

I'll admit I was baiting a little with "unplayable" though.

well they are 4 factions anon and it is the roman era, they are supposed to conquer the known world.
Carthage britons and gaul are all good factions to play if you dont like rome, parthia is good too.
Rome has the senate, and military reforms because that is what rome was irl, other factions were traditional monarch states irl.
While the game isn't 100% historical accurate, it would be damn stupid if, for example, they made germaina with a democracy and standing armies.

The major issues I have with the game is that the building system is repetitive and the epic siege bug, other than that it is a god tier TW game and only M2 comes close to it.

and they don't. dota 2 has one map and is probably the most played game in steam. pubg has one map and is now one of the most popular games. on the other side, portal 2 coop has dozens of workshop maps but i don't see anyone play it on the regular basis.

i think that thing that makes people spend more time in multiplayer game is not additional content but gameplay mechanics. it should generate tons of ways of playing the game. and by reason that human's behaivour is hardly precitable multiplayer games handle it great.

think about chess, for example - it's been 2000 years, not a single extra figure with unique abilities was added, board size and form is still same as it was, and people still play it. just because it's rules allow it to get a unique round each time.
