Betting the reason for the delay was that Not a Hero was going to be mainly action based, but Capcom realized that people loved the more survival aspect of the first half of RE7 and not the running and gunning second half of RE7. Then they whipped up End of Zoe to make up for the shitfest that was going to be Not a Hero.
