why can't western devs make good boss fights?

That has never been the case. For arcade games it was simply "an enemy with much larger health and much stronger attacks whose only purpose is to milk you for credits", and this stayed with console games ever since. In Zelda games, bosses are just an excuse to use a weapon you found in a dungeon and never again after that fight. Literally the only game where this is remotely true is MGR, and is unwinnable if you cannot parry.

I do liked bossfights in Hollow knight and Prince of Persia , they were not particularly hard but at least they knew how much mechanics they have and didn't bloat boss hp to the point it becomes boring shitfest
