Horse armor ended up killing unlockables and bonus extra content in mainstream video games.

To much extra programming for something that 10% of people will use. Also they can be sold as dlc like anons said. Though I can't think of any games that do this off the top of my head.

Games are so horrendously coded and bug prone that implementing cheats without snapping the game in half became too much of a chore. Which is why as other anons have said, they are now DLC fodder.
