They're probably waiting for Animal Crossing mobile so they can get a good push like what PoGo did for SunMoon.

They released a bunch of stopgap projects with all the amiibo spinoffs and the enhanced New Leaf.

I wouldn't be surprised if the game was pretty much mostly done for Wii U but then they put it on hold to transition to Switch.
