Dw, 1060 3gb is fine. It's not great, but it'd do on 1080p 60 fps gaming. Never expect to run any higher resolutions tho with that low VRAM.

Also, that price isn't great but I guess that's what a 1060 costs nowadays.

No idea about the Ryzen CPU, haven't really been keeping up to date with the new AMD processors.

Also, if you could perhaps save to like double the price of the aforementioned system, you could easily run all the games he wants at decent to highish settings. it's a decent, mini, budget build, i don't see a problem with it at all.

If you're playing at 1080p60 then a 1070 is a bit overkill already, though it should be quite future proof. A 1060 will do fine unless you're dead set on putting max graphics all the time while not ever dipping below 60 fps. If you had a 7970 you should know that still did fine at that resolution and a 1060 almost gets double the frames.
Cards are expensive now so I'm not sure how good of an idea it is to buy something more powerful than you need.

Your gpu picked a horrible day to die. Only the absolute low end and the absolute high end cards aren't overpriced at the moment. If you can stomach it get a 1080ti. The next card priced reasonably below that is a 3gb 1060. Performance at that point will be pretty extreme from your 7950 (I had one, loved that little beast) but you'll still be limited to 1080p in most games
