It somehow has been both balanced to the ground and powercreeped hard enough they have to retool characters to still fit in the game, and the stagnant meta is enforced by riot.
Most people just keep playing due to the sense of value given through virtual currency you grind, which is more of a "I've grinded half of the cast now, if I stop playing now it'll be a waste"
