Eggman Hates Furries has some of the best bosses of any 2D Sonic game, though the rest of it's not that great.
Robo Blast 2 is my ideal take on a 3D Sonic, though it currently doesn't include all of the levels it plans to have.

2.2 is probably going to be as complete as its going to get. A fuckload of levels are being overhauled (especially Deep Sea and Castle Eggman 1) to implement slopes and Arid Canyon is finally getting finished. The problem is that it probably won't release in our lifetime.
