Because sometimes previous games in a series can set that high standards that it can be pretty much impossible to live up to how good the previous ones were.
Like one example is pic related, by itself its no where near as bad as people claim but if you compare it to the previous games in the series it suddenly seems like utter shit even though its just a meh game
